Capital Wharf is a residential development on the banks of the Thames constructed by Berkeley Homes. Capital Wharf is the overall name of the estate but there are five constituent blocks, called: Trafalgar, Westminster, Parliament, Whitehall, and Tower.
Capital Wharf was originally called Black Eagle Wharf. The developer ran into problems and Berkeley Homes took it over and completed it.The residents of Capital Wharf have an excellent website aimed at creating a community feeling among residents.
According to the residents' website, Berkeley Homes sold the freehold of Capital Wharf to Fairhold Artemis Limited. (It was in 2009.) I am assuming that is not a company owned by the residents. So it appears that Capital Wharf has an outside freeholder.
But Berkeley Homes also set up Capital Wharf Management Company Limited ('CWMCL'), which manages Capital Wharf, and every flat owner is entitled to a share or membeship in it. So the residents control the maintenance of Capital Wharf and their service charges.
